Education Ministry warns school authorities not to challenge its rule

The Education Ministry has warned school authorities not to challenge the rule regarding the usage of workbooks in primary schools.
This, after parents complained that some schools are combining two or three workbooks into one and selling them at higher prices.
Last month, the Ministry issued a circular that Year 1 to 3 pupils should not use workbooks, while pupils from Year 4 to 6 are only allowed one workbook per core subject.
