A special task force has highlighted several recommendations in its interim report into last month's fatal crash involving a lorry and FRU transport vehicle.
According to its interim report, the task force highlighted the need to beef up enforcement of existing rules, including load limits.
This is in addition to having regular safety and maintenance audits.
It also proposed a centralised monitoring system for commercial vehicles, that includes technologies such as GPS, dashboard cameras, and real-time tracking systems.
In addition, the report also told all government agencies and departments to fully comply with safety regulations, including the mandatory use of seat belts in government-owned vehicles.
Among other things, the report said that the lorry involved in the incident was carrying nearly double its maximum weight limit at the time of the crash.
Meanwhile, the FRU truck lacked safety features including seatbelts in its rear cabin.
