The govt has been urged to do more to combat speculative property purchases.
The Consumers Association of Penang says action is needed because such transactions are driving up property prices, making home ownership too expensive for many middle-income earners.
The consumer group says among other things, the government should eview and strengthen the Real Property Gains Tax.
It should also consider introducing a vacancy tax on residential properties that remain unsold or unrented for at least six months.

The Education Ministry will NOT compromise with any teachers who take part in activities that are considered immoral.
Its minister says this includes participants of a recent marriage motivational programme that’s under police investigation.
It's because teachers must serve as positive role models for their students, by maintaining their integrity, character, and professionalism.
Police recently arrested the founders of the company that hosted the motivational event, which allegedly contained obscene elements and deviant teachings.
Dozens of participants have already been interviewed, and cops urged others to come forward.
